Claims
- 1. An electronic voting system for use in facilitating an election within a jurisdiction comprising:a central computer; an absentee ballot manager agent, including a database for storage of data; a mobile memory unit, the mobile memory unit connectable to the central computer to provide data to and receive data from the central computer and connectable to the absentee ballot manager agent to provide data to and receive data from the database, wherein data is stored in the mobile memory unit in nonvolatile memory; a paper ballot, the paper ballot produced by the absentee ballot manager agent and permitting a voter to cast a ballot and; said absentee ballot manager agent having means for creating an electronic representation of the cast ballot and storing in the database; and wherein the mobile memory unit is transportable between the absentee ballot manager and the central computer to convey data therebetween.
- 2. The voting system as set forth in claim 1, the data on the mobile memory unit including representations of a plurality of ballot styles for selected use according to absentee precinct voting requirements across a plurality of precincts within the jurisdiction.
- 3. The electronic voting system as set forth in claim 2, wherein the ballot styles include a plurality of different ballot styles each formatted to present choices upon which particular class of voter is eligible to vote.
- 4. An electronic voting system as set forth in claim 1, wherein the central compute is configured to provide the ballot styles to the mobile memory unit which, in turn, is configured to provide the ballot styles to the absentee ballot manager.
- 5. The electronic voting system as set forth in claim 1, wherein the absentee ballot manager agent is configured with program instructions to produce ballots corresponding to eligibility of authorized voters by voter classification.
- 6. The electronic voting system as set forth in claim 1, wherein the mobile memory nit includes flash memory.
- 7. The electronic voting system as set forth in claim 1, wherein the mobile memory it stores data magnetically.
- 8. The electronic voting station as set forth in claim 1, further comprising a voting station adapted to send an image of a voter's cast ballot to the database via telecommunications.
- 9. The electronic voting system as set forth in claim 1, wherein an electronic ballot image of the voter's cast vote is stored by the absentee ballot manager.
- 10. The method of claim 1, further comprising means for interpreting anomalous markings in accordance with voter intent.
- 11. An electronic voting system for use in facilitating an election within a jurisdiction, comprising:a ballot creation agent capable of electronically processing ballot option information to create a paper ballot and assigning positional information indicative of selection fields on the paper ballot so created; and means for receiving positional information assigned by the ballot creation agent and for digitizing the paper ballot to assess voter markings associated with he positional information as indicia of cast votes.
- 12. An electronic voting system for use in facilitating an election within a jurisdiction, comprising:a ballot manager agent capable of receiving electronic ballot images from a plurality of sources selected from the group consisting of cast ballots from a precinct oiling station, cast ballots from an Internet voting subsystem, and from digitized paper ballots, wherein the electronic ballot images share a common data format; and voting devices allocate to produce cast ballots from the respective sources and operably coupled with the ballot manager agent for input of the electronic ballot images.
- 13. An electronic voting system for use in facilitating an election within a jurisdiction, comprising:a ballot manager agent capable of associating voter information with ballot information elected from the group consisting of a ballot style and a ballot type here a ballot style is a subset of ballot type for a voting precinct, the voter information including a ballot delivery information that may be used for delivery of ballots to voters when the voters are not physical by present in a polling place; means for producing a ballot according to the ballot information, the ballot including a ballot identifier that identifies the selected ballot information, and for accessing an absentee ballot manager to associate the ballot with the voter ballot delivery information.
- 14. The electronic voting system as set forth in claim 13, wherein the ballot is an electronic form and the ballot delivery information comprises an email address.
- 15. The electronic voting system as set forth in claim 13, wherein the ballot is a print d absentee ballot and the ballot delivery information comprises a mailing address.
- 16. The electronic voting system as set forth in claim 13, wherein the ballot is a printed absentee ballot, and further comprising means for reading cast ballot information from a stack of cast ballots that differ from one another as to the ballot information selected from the group.
- 17. The electronic voting system as set forth in claim 13, further comprising means for preventing double voting by a single voter.
- 18. The electronic voting system as set forth in claim 17, wherein the means for preventing double voting comprises the means for producing the ballot including means or including a confidential issue identifier in the ballot, and means for prohibiting the double counting of votes from a plurality of cast ballots that include identical confidential issue identifier.
- 19. The electronic voting system as set forth in claim 18, wherein the system has no capability of associating confidential issue identifiers on incoming ballots with the identity of a voter associated with the confidential issue identifier.
- 20. A method of absentee voting, comprising:receiving at least on paper absentee ballot from a voter, the paper absentee ballot having information that identifies the paper absentee ballot as a ballot instance selected from the group consisting of a ballot style and a ballot type here a ballot style is a subset of ballot type for a voting precinct digitizing the absentee paper ballot to produce a ballot image; detecting the information on the paper absentee ballot to identify the ballot instance; segregating ballots to at have anomalous markings or handwritten candidate selections for the ballot instance; presenting segregated ballots for independent review; and storing the ballot image in at least one storage location.
- 21. An absentee voting system for processing a paper absentee ballot received from a voter, the paper absentee ballot having information that identifies the paper absentee ballot as a ballot instance selected from the group consisting of a ballot style and a ballot type where a ballot style is a subset of ballot type for a voting precinct, comprising:means for digitizing the absentee paper ballot to produce a ballot image; means for detecting the information on the paper absentee ballot to identify the ballot instance; means for segregating ballots that have anomalous markings or handwritten candidate selections for the ballot instance, in order to present segregated allots for independent review; and means for storing the ballot image in at least one storage location.
- 22. The absentee voting system of claim 21, further comprising means for operating on the ballot image to resolve ballot anomalies.
- 23. A method of absentee voting, the method comprising the steps of:creating an electronic image of the printed ballot in memory, extracting information from the image stored in memory using data from the mobile memory unit; creating a ballot image from said extracted information, analyzing the allot image and electronic image for anomalous markings or handwritten candidate selections, identifying an segregating the ballot images based on the results of the analysis, presenting for review the electronic image of the printed ballot in memory indicating any anomalous markings, or handwritten candidate selections; modifying the allot image based on actions taken resulting from review, and tracking any modifications in the audit log.
- 24. The method of claim 23, wherein the step of identifying and segregating includes identifying and segregating certain ballot images that contain anomalous markings for resolution using the automatic application of predefined rules.
- 25. The method of claim 23, wherein the step of identifying and segregating the ballot images includes applying predefined rules.
- 26. The method of claim 25, wherein the step of applying the predefined rules includes automatically applying the predefined rules.
- 27. An electronic voting system for use in facilitating an election within a jurisdiction, comprising:a central subsystem means for printing paper ballots with indicia of ballot choices that may be marked by a voter to produce a paper cast ballot during the course of an election, a subsystem including means for imaging paper cast ballots to produce electronic cast vote data; and a mobile memory unit, the mobile memory unit connectable to the central subsystem and the subsystem to convey electronic cast vote between the central subsystem and the subsystem.
- 28. The electronic voting system of claim 27, further comprising at least one electronic voting station connected to the mobile memory unit for storage of cast ballot data during the course of an election, the electronic voting station including means for permitting voters to cast ballots during an election by producing cast electronic ballot images.
- 29. The electronic voting system of claim 28, wherein the means for permitting voters to cast ballots includes an electronic display coupled with voter input devices.
