Claims
- 1. A fluid containment apparatus comprising:
- a fluid tank having a tank shell and defining at least in part a fluid containment compartment, said tank shell having a tank shell port therethrough;
- an equipment well surrounding said tank shell port and defining a cavity generally distinct from said fluid containment compartment, said equipment well including a well wall and a well opening having a sealing surface;
- tank equipment positioned and fully recessed in said equipment well;
- a removable well cover securable to said well opening and having a mating sealing surface;
- attaching means for attaching said well cover to said well opening to close said equipment well and thereby forming a pressure tight cavity surrounding said tank equipment with no fluid communication between said cavity and said fluid containment compartment except through said tank shell port; and
- pressurizing means for pressurizing and depressurizing said equipment cavity with said cover closed in place;
- wherein said pressurizing means alters the pressure in said equipment cavity relative to that in said fluid containment compartment.
- 2. The fluid containment apparatus of claim 1 wherein said tank equipment is selected from the group consisting of valves, flanges, plugs, safety relief valves, gauges and control equipment communicating with said fluid containment compartment through said shell port.
- 3. The fluid containment apparatus of 1 further comprising pressurizing valve means for pressurization of said equipment well, when closed by said well cover, with an inert gas and depressurization of said well prior to cover removal.
- 4. The fluid containment apparatus of 3 wherein said pressurizing valve means is a Schrader type tire valve.
- 5. The fluid containment apparatus of 3 wherein said pressurizing valve means is protectively recessed within said cover.
- 6. The fluid containment apparatus of 3 wherein said equipment well is kept pressurized with an inert fluid during some period of time when access to said tank equipment is not required.
- 7. The fluid containment apparatus of 1 wherein said equipment well, when closed by said well cover, is constructed to withstand a pressure at least as high as the working pressure of said fluid containment compartment.
- 8. The fluid containment apparatus of 1 further comprising a source of inert pressurizing fluid attached to said equipment well to maintain pressure in said well relative to said fluid containment compartment.
- 9. The fluid containment apparatus of claim 8 wherein said fluid source comprises a cylinder of nitrogen.
- 10. The fluid containment apparatus of 1 wherein said equipment well is at least partially recessed into and is attached to an opening in said fluid tank in a leak tight manner.
- 11. The fluid containment apparatus of claim 10 wherein said leak tight manner is by flanging or by welding.
- 12. The fluid containment apparatus of claim 1 wherein said well cover is hinged to move between open and closed positions.
- 13. The fluid containment apparatus of claim 1 wherein said well cover is permanently attached to said equipment well.
- 14. The fluid containment apparatus of claim 1 wherein said tank equipment comprises a valve and said equipment well is attached to said fluid tank during normal use of said valve.
- 15. The fluid containment apparatus of 1 wherein said equipment well is at least partially attached directly to said tank shell in a leak tight manner.
- 16. The fluid containment apparatus of claim 15 wherein said leak tight manner is by flanging or by welding.
- 17. The fluid containment apparatus of claim 1 wherein said tank shell defines a generally smooth protective shell envelope and said equipment well extends into and is enclosed within said envelope.
- 18. A fluid apparatus comprising:
- a fluid tank having a tank shell and defining at least in part a fluid containment compartment, said tank shell having a tank shell opening therethrough and a shell outer surface;
- a recessed well connected to said tank shell, positioned at said tank shell opening and recessed into said fluid containment compartment, said recessed well including a well wall and a sealing surface positioned generally adjacent the end of said well wall and generally at said tank shell opening;
- a well cover removably securable to said sealing surface such that when said cover is closed the outer surface thereof is generally flush with said shell outer surface; and
- securing means for removably securing said well cover to said sealing surface to provide a pressure tight closure and protection for said recessed well.
- 19. The fluid apparatus of claim 18 further comprising a manway cover assembly connected to said well wall and spaced a distance inward from said tank shell opening, said manway cover assembly including an openable and closable manway cover.
- 20. The fluid apparatus of claim 19 wherein said manway cover includes a manway cover flange and said manway cover assembly includes a flange inside of said well wall and against which said manway cover flange mates when said manway cover is closed.
- 21. The fluid apparatus of claim 19 wherein said manway cover assembly includes a well head secured to said well wall and clamping means for releasably clamping and sealing said manway cover to said well head.
- 22. The fluid apparatus of claim 18 further comprising fitting means for, when said well cover is closed pressure tight via said sealing means against said sealing surface, pressurizing said recessed well and allowing said pressurized recessed well to be subsequently depressurized therethrough.
- 23. The fluid apparatus of claim 22 wherein said fitting means comprises a fitting in said well cover.
- 24. The fluid apparatus of claim 22 wherein said fitting means comprises a fitting in said recessed well.
- 25. The fluid apparatus of claim 18 wherein said sealing surface is inside of said well wall.
- 26. The fluid apparatus of claim 25 wherein said sealing surface is on said well wall.
- 27. The fluid apparatus of claim 18 wherein said well wall has a hemispherical shape.
- 28. The fluid apparatus of claim 18 wherein said well wall has a half-ellipsoid shape.
- 29. The apparatus of claim 18 wherein said well wall has a cylindrical shape.
- 30. The fluid apparatus of claim 18 wherein said securing means includes a sealing gasket at said sealing surface.
- 31. The fluid apparatus of claim 18 wherein said securing means includes a sealing o'ring at said sealing surface.
- 32. The fluid apparatus of claim 18 wherein said recessed well wall includes a well head disposed generally opposite to said tank shell opening.
- 33. The fluid apparatus of claim 32 wherein said well head includes an internal manway opening, and said recessed well includes a manway cover attachable to said well head and movable between an open position relative to said well head providing access to said fluid containment compartment through said tank shell opening and said manway opening and a closed position relative to said well head, and manway cover securing means for securing said manway cover with a pressure tight seal relative to said fluid compartment and said well compartment when said manway cover is in the closed position.
- 34. The fluid apparatus of claim 33 wherein said securing means and said well cover are structurally adapted to retain, in said recessed well, a pressure at least equal to the working pressure of the fluid in said fluid containment compartment.
- 35. The fluid apparatus of claim 33 wherein said sealing surface has a plurality of drilled, tapped blind holes and said attaching means includes a plurality of bolts, each one adapted to pass through said well cover and mate with a separate one of said blind holes.
- 36. The fluid apparatus of claim 18 wherein said securing means comprises welding means.
- 37. The fluid apparatus of claim 18 wherein said securing means includes said well cover being flanged to at least one mating boss by means of at least one drilled, tapped blind hole such that a mechanically sound, pressure tight seal between the interior of said well and the exterior of said well cover and between the interior of said well and said fluid containment compartment is thereby formed.
- 38. The fluid apparatus of claim 18 wherein said securing means and said cover plate are structurally adapted to retain, in said recessed well, a pressure at least equal to the working pressure of the fluid in said fluid containment compartment.
- 39. The fluid apparatus of claim 18 wherein said sealing surface has a plurality of drilled, tapped blind holes and said securing means includes a plurality of bolts, each one passing through said well cover plate and mating with a separate one of said blind holes.
- 40. The fluid apparatus of claim 18 further comprising a fluid channel between the interior of said well and said fluid containment compartment, and valve means, positioned in said recessed well and accessible from outside said tank shell through said tank shell opening, for unloading fluid from said fluid containment compartment through said fluid channel.
- 41. The fluid apparatus of claim 40 wherein said tank shell opening is disposed on a side of said fluid tank such that said fluid containment compartment can be side loaded and unloaded through said valve means.
- 42. The fluid apparatus of claim 18 further comprising pressurizing means for pressurizing and depressurizing, from outside said fluid containment compartment, said recessed well with said well cover secured to said sealing surface.
- 43. The fluid apparatus of claim 42 wherein said well cover includes a pressure bearing gasketed flange capable of retaining the full internal pressure of said recessed well when pressurized by said pressurizing means.
- 44. The fluid apparatus of claim 42 wherein said pressurizing means includes a pressurization fitting built into said well cover.
- 45. The fluid apparatus of claim 44 wherein said fitting is recessed into said well cover.
- 46. The fluid apparatus of claim 42 wherein said pressurizing means uses a non-hazardous inert fluid compatible with the fluid of said fluid containment compartment.
- 47. The fluid apparatus of claim 46 wherein said inert fluid is carbon dioxide or nitrogen.
- 48. The fluid apparatus of claim 18 wherein said fluid tank comprises a land, bulk hazardous fluid transport vessel.
- 49. The fluid apparatus of claim 48 wherein said recessed well is disposed on a side of said vessel and includes a fluid loading/unloading fixture protectively housed therein such that said fluid apparatus has side unloading capability of hazardous fluids from said fluid containment compartment.
- 50. The fluid apparatus of claim 18 wherein the outer surfaces of said well and said well do not protrude significantly beyond the outer surfaces of said tank shell.
- 51. The fluid apparatus of claim 18 wherein said fluid tank comprises a pressurized fluid vessel.
- 52. The fluid apparatus of claim 18 wherein said well cover comprises steel having a thickness of at least three-quarters of an inch.
- 53. The fluid apparatus of claim 18 wherein the thickness of said well cover is at least as great as that of said tank shell.
- 54. The fluid apparatus of claim 18 wherein said well cover has a plurality of countersunk areas and said securing means includes a plurality of securing members recessed into separate said countersunk areas so as to not protrude beyond the outer surface of said well cover.
- 55. The fluid apparatus of claim 54 wherein said securing members in said countersunk areas include capscrew heads or bolt nuts.
- 56. The fluid apparatus of claim 18 wherein said well cover comprises a pressure bearing plate formed on at least its exterior surface to conform to the surrounding outer curvature of said tank shell.
- 57. The fluid apparatus of claim 18 wherein said sealing surface is disposed inwardly relative to said recessed well and said well cover is securably disposable generally in said recessed well.
- 58. The fluid apparatus of claim 57 wherein said recessed well includes a support ring secured to and inside of said well wall and defining said inwardly-disposed sealing surface.
- 59. The fluid apparatus of claim 58 wherein said well cover is configured such that it can be manipulated to pass through said support ring to be repositioned to close the opening into said recessed well and mate with said support ring.
- 60. The fluid apparatus of claim 18 wherein said well cover is elliptically shaped and when secured by said securing means bears outwardly against said sealing surface.
- 61. The fluid apparatus of claim 60 wherein said elliptical cover has a gasket surface, a gasket around the circumference of said gasket surface, and a plurality of drilled, blind, tapped holes inside of the circumference, said sealing surface is defined by a support ring having a plurality of mating drilled countersunk holes, and said securing means includes a plurality of capscrews whose heads are received in said countersunk holes.
- 62. The fluid apparatus of claim 18 wherein said recessed well includes a support ring defining said sealing surface.
- 63. The fluid apparatus of claim 62 wherein said support ring is secured directly to said well wall.
- 64. The fluid apparatus of claim 62 wherein said support ring is secured directly to said tank shell.
- 65. The fluid apparatus of claim 62 further comprising a tank wall reinforcing pad connected to said tank shell and to which said support ring is directly secured.
- 66. The fluid apparatus of claim 62 further comprising a boss attached to said tank wall and to which said support ring is directly secured.
- 67. The fluid apparatus of claim 18 wherein said securing means includes a plurality of blind tapped holes.
- 68. The fluid apparatus of claim 18 wherein said securing means includes a plurality of gasketed sealing nuts.
- 69. The fluid apparatus of claim 18 further comprising ventilation means for ventilating said recessed well so that gases therein can vent away from passage out said tank shell opening.
- 70. The fluid apparatus of claim 69 further comprising valve means in said recessed well for loading or unloading fluid relative to said fluid containment compartment generally through said tank shell opening.
- 71. The fluid apparatus of claim 70 wherein said ventilation means exhausts the gases away from personnel outside of said fluid tank and working on said valve means.
- 72. The fluid apparatus of claim 70 wherein said shell tank shell has a shell opening therethrough spaced from said tank shell opening and out through which said ventilation means exhausts the gases, said recessed well includes channel means defining a channel from the vicinity of said valve means generally through said fluid containment compartment and to said shell opening, said channel having a cross-sectional area large enough to pass therethrough adequate ventilation air from said vicinity.
- 73. The fluid apparatus of claim 69 wherein said recessed well extends through said fluid containment compartment to a location on said tank shell spaced from said tank shell opening and said ventilation means vents the gases out of said recessed well through a location opening generally at said location.
- 74. The fluid apparatus of claim 73 further comprising a closable well vent outlet at the location opening, which when closed allows said well to remain pressure tight.
- 75. The fluid apparatus of claim 73 further comprising a sealable well cover at the location opening.
- 76. The fluid apparatus of claim 73 wherein said recessed well includes a cover plate at said location and openable relative to said tank shell for hooking up said ventilation means relative to said recessed well.
- 77. The fluid apparatus of claim 69 wherein said ventilation means includes an aspirator device.
- 78. The fluid apparatus of claim 77 wherein said aspirator is selected from the group consisting of blowers, venturis, fans, and pumps.
- 79. The fluid apparatus of claim 77 wherein said ventilation means includes treatment means for treating gases of said recessed well aspirated therefrom by said aspirator.
- 80. The fluid apparatus of claim 79 wherein said treatment means is selected from the group consisting of flares and scrubbers.
- 81. The fluid apparatus of claim 18 further comprising ventilating means for ventilating said recessed well such that gases therein are collected for treatment and/or venting at a location remote from said recessed well.
- 82. The fluid apparatus of claim 18 wherein said securing means comprises a sealing member and threaded means for threading said well cover into said recessed well and against said sealing member.
- 83. The fluid apparatus of claim 18 wherein said securing means comprises a plug or a cap.
- 84. The fluid apparatus of claim 18 wherein said securing means comprises a clamp or a cam device.
- 85. The fluid apparatus of claim 18 wherein said well cover comprises a flat cover plate.
- 86. The fluid apparatus of claim 18 wherein said recessed well includes a support ring secured to said well wall and defining said sealing surface, and said sealing surface is disposed inwardly relative to said tank shell opening.
- 87. The fluid apparatus of claim 18 wherein said securing means comprises at least one stud passing by said sealing surface and into said recessed well.
- 88. The fluid apparatus of claim 87 wherein said stud is attached to said well wall.
- 89. The fluid apparatus of claim 87 wherein said recessed well includes a well bottom member and said stud is attached to said well bottom member.
- 90. The fluid apparatus of claim 89 wherein said well bottom member is positioned at the distal end of said recessed well and generally parallel to said well cover.
- 91. The fluid apparatus of claim 89 wherein said well bottom member is secured to said well wall.
- 92. The fluid apparatus of claim 87 wherein said recessed well includes a support ring secured to said well wall and associated with said sealing surface, and said stud passes by said sealing surface and attaches to said support ring.
- 93. The fluid apparatus of claim 18 further comprising a tank fitting positioned in said recessed well.
- 94. The fluid apparatus of claim 93 further comprising opposing pressure means for preventing leakage from said fitting into said recessed well.
- 95. The fluid apparatus of claim 94 wherein said opposing pressure means creates a positive pressure in said recessed well relative to the fluid pressure in said fluid containment compartment when physical access to said recessed well is generally not needed.
- 96. The fluid apparatus of claim 93 further comprising absorbent means at least partly filling said recessed well for preventing any leakage within said recessed well from said fitting from reaching the outside environment.
- 97. The fluid apparatus of claim 96 wherein said absorbent means comprises a reactant suitable for contact with the fluid in said fluid containment compartment.
- 98. The fluid apparatus of claim 18 wherein said recessed well includes a support ring welded to and inside of said well wall and defining said sealing surface.
- 99. The fluid apparatus of claim 18 further comprising emergency response equipment stored in said recessed well.
- 100. The fluid apparatus of claim 18 wherein said tank shell defines a generally smooth protective shell envelope and said recessed well is positioned in said envelope.
- 101. The fluid apparatus of claim 18 wherein said recessed well is sealable in a pressure-tight manner relative to the pressure in said fluid containment compartment.
- 102. A fluid containment apparatus comprising:
- a fluid tank having a tank shell and defining at least in part a fluid containment compartment, said tank shell having a tank shell port therethrough;
- an equipment well surrounding said tank shell port and defining a cavity generally distinct from said fluid containment compartment, said equipment well including a well wall and a well opening having a sealing surface;
- tank equipment positioned and fully recessed in said equipment well;
- a removable well cover securable to said well opening and having a mating sealing surface;
- attaching means for attaching said well cover to said well opening to close said equipment well and thereby forming a pressure tight cavity surrounding said tank equipment with no fluid communication between said cavity and said fluid containment compartment except through said tank shell port; and
- pressurizing means for pressurizing and depressurizing said equipment cavity with said cover closed in place;
- wherein said equipment well is at least partially recessed into and is attached to an opening in said fluid tank in a leak tight manner.
- 103. The fluid containment apparatus of claim 102 wherein said leak tight manner is by flanging.
- 104. The fluid containment apparatus of claim 102 wherein said leak tight manner is by welding.
- 105. A fluid containment apparatus comprising:
- a fluid tank having a tank shell and defining at least in part a fluid containment compartment, said tank shell having a tank shell port therethrough;
- an equipment well surrounding said tank shell port and defining a cavity generally distinct from said fluid containment compartment, said equipment well including a well wall and a well opening having a sealing surface;
- tank equipment positioned and fully recessed in said equipment well;
- a removable well cover securable to said well opening and having a mating sealing surface;
- attaching means for attaching said well cover to said well opening to close said equipment well and thereby forming a pressure tight cavity surrounding said tank equipment with no fluid communication between said cavity and said fluid containment compartment except through said tank shell port; and
- pressurizing means for pressurizing and depressurizing said equipment cavity with said cover closed in place;
- wherein said tank shell defines a generally smooth protective shell envelope and said equipment well extends into and is enclosed within said shell envelope.
