Claims
- 1. A telecommunications network for enabling resale of local services, comprising:
- a distributed switching system owned by an incumbent local exchange carrier and having a call control computing platform coupled to a digital loop carrier, the digital loop carrier being coupled to a plurality of telephone service subscribers of the incumbent local exchange carrier as well as telephone service subscribers of a competitive local exchange carrier;
- a local switch owned by an incumbent local exchange carrier being coupled to the digital loop carrier; and
- at least one service control point owned by the incumbent local exchange carrier being coupled to the call control computing platform and the local switch, the at least one service control point containing service definitions and logic of services supported by the incumbent local exchange carrier and service definitions and logic of services supported by the competitive local exchange carrier.
- 2. The telecommunications network, as set forth in claim 1, further comprising an intelligent peripheral owned by the incumbent local exchange carrier being coupled to the call control computing platform and digital loop carrier adapted to provide tone and announcement and digit collection functions.
- 3. The telecommunications network, as set forth in claim 1, wherein the at least one service control point comprises:
- a first service control point containing service definitions and logic of services supported by the incumbent local exchange carrier; and
- a second service control point containing service definitions and logic of services supported by the competitive local exchange carrier.
- 4. The telecommunications network, as set forth in claim 1, wherein the digital loop carrier interfaces with the local switch via a GR-303 protocol.
- 5. The telecommunications network, as set forth in claim 1, further comprising:
- a signal transfer point owned by the incumbent local exchange carrier being coupled to the local switch, call control computing platform, and the at least one service control point via SS7 linksets;
- a service management system owned by the incumbent local exchange carrier being coupled to the at least one service control point;
- a service creation environment owned by the incumbent local exchange carrier being coupled to the service management system;
- an operational support system owned by the incumbent local exchange carrier being coupled to the call control computing platform and signal transfer point; and
- whereby the competitive local exchange carrier sharing the access and use of the signal transfer point, service management system, service creation environment, and operational support system with the incumbent local exchange carrier.
- 6. The telecommunications network, as set forth in claim 3, further comprising:
- a signal transfer point owned by the incumbent local exchange carrier being coupled to the local switch, call control computing platform, and the at least one service control point via SS7 linksets;
- a first service management system owned by the incumbent local exchange carrier being coupled to the first service control point; and
- a second service management system owned by the competitive local exchange carrier being coupled to the second service control point.
- 7. The telecommunications network, as set forth in claim 3, further comprising:
- a first service creation environment owned by the incumbent local exchange carrier being coupled to the first service management system; and
- a second service creation environment owned by the competitive local exchange carrier being coupled to the second service management system.
- 8. The telecommunications network, as set forth in claim 3, further comprising:
- a first operational support system owned by the incumbent local exchange carrier being coupled to the first service control point, call control computing platform and signal transfer point; and
- a second operational support system owned by the incumbent local exchange carrier being coupled to the second service control point, call control computing platform and signal transfer point.
- 9. The telecommunications network, as set forth in claim 3, further comprising a second local switch owned by the competitive local exchange carrier couple to the digital loop carrier, the second local switch processing and routing calls originating from the subscribers of the competitive local exchange carrier.
- 10. A telecommunications network for enabling local service resale, comprising:
- at least one digital loop carrier owned by an incumbent local exchange carrier being coupled to a plurality of telephone service subscribers of the incumbent local exchange carrier and telephone service subscribers of a competitive local exchange carrier;
- a call control computing platform owned by the incumbent local exchange carrier being coupled to the at least one digital loop carrier, the call control computing platform being adapted to control and manage the operations of the at least one digital loop carrier;
- an intelligent peripheral owned by the incumbent local exchange carrier being coupled to the call control computing platform and the at least one digital loop carrier and being adapted to provide tone and announcement and digit collection functions;
- a local switch being coupled to the at least one digital loop carrier;
- a first service control point being coupled to the call control computing platform and the local switch, and containing service definitions and logic of services supported by the incumbent local exchange carrier; and
- a second service control point being coupled to the call control computing platform and the local switch, and containing service definitions and logic of services supported by the competitive local exchange carrier.
- 11. The telecommunications network, as set forth in claim 10, wherein the digital loop carrier interfaces with the local switch via a GR-303 protocol.
- 12. The telecommunications network, as set forth in claim 10, further comprising:
- a signal transfer point owned by the incumbent local exchange carrier being coupled to the local switch, call control computing platform, and the at least one service control point via SS7 linksets;
- a service management system owned by the incumbent local exchange carrier being coupled to the first service control point;
- a service creation environment owned by the incumbent local exchange carrier being coupled to the service management system;
- an operational support system owned by the incumbent local exchange carrier being coupled to the call control computing platform and signal transfer point; and
- whereby the competitive local exchange carrier sharing the access and use of the signal transfer point, service management system, service creation environment, and operational support system with the incumbent local exchange carrier.
- 13. The telecommunications network, as set forth in claim 10, further comprising:
- a signal transfer point owned by the incumbent local exchange carrier being coupled to the local switch, call control computing platform, and the at least one service control point via SS7 linksets;
- a first service management system owned by the incumbent local exchange carrier being coupled to the first service control point;
- a first service creation environment owned by the incumbent local exchange carrier being coupled to the first service management system;
- a first operational support system owned by the incumbent local exchange carrier being coupled to the first service control point, call control computing platform and signal transfer point;
- a second service management system owned by the competitive local exchange carrier being coupled to the second service control point;
- a second service creation environment owned by the competitive local exchange carrier being coupled to the second service management system;
- a second operational support system owned by the competitive local exchange carrier being coupled to the second service control point, the call control computing platform and signal transfer point; and
- whereby the competitive local exchange carrier sharing the access and use of the signal transfer point.
- 14. The telecommunications network, as set forth in claim 13, further comprising a second local switch owned by the competitive local exchange carrier being coupled to the digital loop carrier.
- 15. A method for enabling the resale of local services, comprising the steps of:
- monitoring for line events occurring on a first plurality of incumbent local exchange carrier subscriber lines coupled to a digital loop carrier;
- monitoring for line events occurring on a second plurality of competitive local exchange carrier subscriber lines coupled to the digital loop carrier;
- provide dial tone and collect dialed digits for a call on one of the plurality of subscriber lines in response to an off-hook event thereon;
- determining whether the call originated from an incumbent local exchange carrier subscriber or a competitive local exchange carrier subscriber;
- processing and routing the call according to the incumbent local exchange carrier's service definition and logic in response to the call originating from an incumbent local exchange carrier subscriber; and
- processing and routing the call according to the competitive local exchange carrier's service definition and logic in response to the call originating from a competitive local exchange carrier subscriber.
- 16. The method, as set forth in claim 15, wherein the call processing step in the service unit comprises the steps of:
- querying a first service control point for a destination address for service definition and logic for the incumbent local exchange carrier; and
- querying a second service control point for a destination address for service definition and logic for the competitive local exchange carrier.
- 17. The method, as set forth in claim 15, wherein the call processing step in the service unit comprises the step of querying a service control point for a destination address for service definition and logic for the incumbent local exchange carrier and for destination address for service definition and logic for the competitive local exchange carrier.
- 18. The method, as set forth in claim 15, wherein the determining step comprises the step of looking up the line appearance of the off-hook event of in a database.
