Abstract
A system (400) and method for controlling an operation of an electrical power network (420) is described. The method includes configuring an allowable performance of an electrical power network over a predetermined time period as a probability expression comprising a historical term and a future term having an electrical power network operating condition variable. The method also includes calculating a network performance target value (300) according to the probability expression by using a historical electrical power network operating condition value for the electrical power network operating condition variable. The method further includes using the performance target value for controlling the electrical power network effective to achieve the allowable performance. The system includes a database (406), a processor (404) coupled to the database, and a monitoring and control module (410) coupled to the processor.

Claims
  • 1. A method for controlling an operation of an electrical power network comprising: configuring an allowable performance of an electrical power network over a predetermined time period as a probability expression comprising a historical term and a future term having an electrical power network operating condition variable;calculating a network performance target value according to the probability expression by using a historical electrical power network operating condition value for the electrical power network operating condition variable; andusing the performance target value for controlling the electrical power network effective to achieve the allowable performance.
  • 2. The method of claim 1, wherein the electrical power network operating condition variable comprises a system frequency error variable.
  • 3. The method of claim 2, wherein the historical electrical power network operating condition value comprises a historical system frequency error value.
  • 4. The method of claim 3, wherein the historical frequency deviation value is selected from a historical monitoring interval just prior to a current monitoring interval.
  • 5. The method of claim 4, wherein the historical monitoring interval comprises a just prior clock minute interval.
  • 6. The method of claim 3, wherein the historical frequency deviation value comprises a largest historical frequency deviation value selected from among a plurality of historical frequency deviation values corresponding to respective historical monitoring intervals.
  • 7. The method of claim 1, further comprising determining an instantaneous performance value of the electrical power network.
  • 8. The method of claim 1, further comprising calculating a deviation between the performance target value and the instantaneous performance value for a monitoring interval.
  • 9. The method of claim 8, further comprising the calculating a sum of respective deviations for performance target values and instantaneous performance values for a plurality of monitoring intervals.
  • 10. The method of claim 9, further comprising calculating a deviation ratio between the sum of respective deviations and a number of the plurality of monitoring intervals.
  • 11. The method of claim 10, further comprising calculating an average performance target value responsive to a sum of the deviation ratio and the performance target value.
  • 12. The method of claim 11, further comprising using the average performance target and a historical electrical power network operating condition value to determine a control action for managing the electrical power network.
  • 13. The method of claim 12, wherein the historical electrical power network operating condition value comprises a historical system frequency error value.
  • 14. The method of claim 13, further comprising calculating a power correction amount responsive to the deviations and the performance target value.
  • 15. A system for managing an electrical power network comprising: a database for storing electrical power network performance data; anda processor coupled to the database for calculating a performance target value according to a probability expression comprising a historical term and a future term having an electrical power network operating condition variable by using a historical electrical power network operating condition value extracted from the electrical power network performance data for the electrical power network operating condition variable; anda monitoring and control module coupled to the processor for using the performance target value to generate a network control signal for controlling the electrical power network effective to achieve the allowable performance.
  • 16. The system of claim 15, further comprising a network reporting module in communication with the processor for reporting historical network performance data.
  • 17. The system of claim 15, wherein the historical network performance data comprises a historical system frequency error value.
  • 18. The system of claim 15, further comprising a generation allocation module in communication with the monitoring and control module for controlling a performance of the electrical power network responsive to the network control signal.
  • 19. The system claim 15, wherein the monitoring and control module further comprises a control performance standard monitoring module for monitoring real time network performance data.
  • 20. The system of claim 19, wherein the monitoring and control module further comprises a control performance standard one control module for determining a deviation of network real time network performance from the target value.
  • 21. The system of claim 20, wherein the monitoring and control module further comprises a control decision module for determining when the deviation indicates that a control action is needed.
  • 22. Computer readable media containing program instructions for controlling an electrical power network, the computer readable media comprising: computer-readable code for calculating a performance target value according to a probability expression comprising a historical term and a future term having an electrical power network operating condition variable by using a historical electrical power network operating condition value extracted from the electrical power network performance data for the electrical power network operating condition variable; andcomputer-readable code for using the performance target value to generate a network control signal for controlling the electrical power network effective to achieve the allowable performance.
